The Superhero Database Classification number, or SHDB Class, is a number that represents the overall 'power' of a character. All traits of a character are used for calculating the Classification.

This doesn't mean that a higher class would always beat a lower class character. But the bigger the difference in Class is, the more obvious it is who'll win in a fight.

Super Power Score and Level
Every Super Power has a score (SPS) that is used to calculate the Class. Each Super Power also has 3 levels (SPL). The level is set when connecting that Super Power to a character. The level determines the final score, of the Super Power, being used in the calculation.
He can create explosions that could be seeing from the space or even destroy planets, as he has demonstrated in his battles with Thanos and the Cosmic King. However, that does not mean he could defeat Sauron in the physical world completely. Sauron is more than just his physical form. He is a spirit that can survive even if his body is destroyed, as long as the One Ring exists. Therefore, even if Cosmic Ghost Rider managed to destroy the planet where Sauron resides, he would not be able to kill him permanently, unless he also destroyed the One Ring. The One Ring would survive the planet’s destruction, and it would remain in the void of space.
The One Ring is very durable, it contains much of his power and essence, and it can only be destroyed by the same fire that forged.
And even with his cosmic awareness he could not recognize the weaknesses of the ring with matter manipulation in a molecular level analysis because he's not like the Silver Surfer...
The Silver Surfer and the Cosmic Ghost Rider both have the Power Cosmic, but they use it in different ways. The Silver Surfer is more focused on understanding and exploring the universe, while the Cosmic Ghost Rider is more focused on fighting and avenging. Therefore, the Silver Surfer has developed his cosmic awareness to a higher degree than the Cosmic Ghost Rider, and he can perceive things that the latter can not.
Cosmic awareness is not a simple power that can be turned on and off. It is a skill that requires practice, discipline, and wisdom. The Silver Surfer has spent centuries traveling across the cosmos, observing and learning from different worlds and beings. He has also faced many cosmic threats and challenges, such as Galactus, Thanos, and the Annihilation Wave. He has gained a deep insight into the nature of reality and the secrets of the universe. He can sense cosmic disturbances, dimensional rifts, energy signatures, and even the emotions and thoughts of others. He can also recognize the weaknesses of his enemies, such as their physical vulnerabilities, psychological flaws, or moral doubts...
The Cosmic Ghost Rider, on the other hand, has not spent as much time or effort in developing his cosmic awareness. He is more interested in using his power for destruction and vengeance, rather than for knowledge and enlightenment. He is driven by his anger, pain, and guilt, which cloud his judgment and perception. He does not care about understanding the universe or his enemies, he only cares about making them suffer. He does not use his power to sense or analyze his foes, he only uses it to blast or burn them. He relies more on his brute force and his hellfire than on his cosmic awareness.
Therefore, the Silver Surfer can recognize enemies' weaknesses only with his cosmic awareness because he has honed and mastered this skill over a long period of time and experience. The Cosmic Ghost Rider can not do the same because he has not cultivated or refined this skill to the same extent.
CGR can for sure go to the astral and maybe use his hell fire to destroy Sauron's spiritual form..
And if we consider that the Astral plane is the source of the cosmic power..that would be a confusion, because Silver Surfer's statement is not entirely accurate, and it has been contradicted by other sources. The Power Cosmic does not originate from the astral plane, but from a higher dimension of existence that transcends the physical and astral realms. The astral plane is a realm of thoughts, emotions, dreams, and spirits, where many entities and forces dwell. It is not a place where the Power Cosmic operates or flows.
The reason why Silver Surfer said that he cannot be harmed on the astral plane (in Silver Surfer Vol 3 #31) is because he was using his cosmic awareness to perceive and manipulate the astral plane as he wished. He was able to create his own reality on the astral plane, and thus protect himself from Mephisto's attacks. However, this was not a result of his Power Cosmic, but of his skill and mastery of his cosmic awareness. ..whether the hellfire of Cosmic Ghost Rider can hurt Sauron’s soul directly even in the Astral plain is not so clear. Sauron is not a normal living being, but a Maia, a powerful spirit that existed before the creation of the physical world. He has a strong connection to the One Ring, which contains much of his power and essence. Unless the One Ring is destroyed, he can survive even if his body is destroyed.
Conclusion : Sauron might even be able to sense Ghost Rider's presence in the astral plane and confront him there. In that case, it would be a battle of wills and power between the two cosmic beings, and the outcome would be uncertain..
