Kid Buu (DB) & Super Perfect Cell (DB) Very interesting battle with equal stats. Buu and Cell can both regenerate better than either Rulk or Thor, but Cell has stamina limits to his, and Thor’s godblast has the potential to harm beings who are way stronger than himself. Thor could also banish them, but they can both teleport. Cell can grow stronger over the course of the fight, but so can Rulk.
I think I’ll give it to Cell and Buu for a few reasons.
1: They’re too hard to kill. Canonically they were only ever defeated by overwhelming force that annihilated every bit of their body. The only chance of that happening is either Rulk becoming hot enough to scorch them to nothing (unlikely since they could just fly or teleport away) or Thor uses the godblast (but that draws on his life force to a dangerous degree so he’ll probably only get one chance, and if he misses then his enemies will just regenerate).
2: Cell can decide to make a bunch of Cell Juniors as powerful as himself.
3: Buu can absorb his enemies if threatened and there’s not a lot they can do about that.
