I think he has toonforce--which makes nearly anything, that Ipkiss imagines that the plot requires, is possible. In the movie, he hypnotizes a whole police force on the spot. And, he creates a toilet out of a fountain and is able to flush Dorian down it(hole would not be nearly big enough). And, Stanley creates a Tommy machine gun out of balloons. And, he holds things in his clothes that are not remotely possible and that he did not place there and he wouldn't be able walk even if he could hold all of that stuff.

He also changes into a wolf and his heart/belly becomes cartoonishly huge in parts of the movie. Dorian also sucks bullets out of his body and machine gun fires them at the crime boss. Never read the comic, but the movie says that the wearer can pretty much do anything that they can also imagine/confidently will(Ipkiss was mild mannered, so his confidence was lacking). I don't think Stanley maximizes it. I think you need Hal Jordan for that, but there's a lot of reality warping going on.
